India’s E-waste crisis

E waste is defined as waste derived from electronic products. E waste can be categorized into 6 types:

  1. Temperature exchange: Temperature exchange equipment, more commonly referred to as cooling and freezing equipment: refrigerators, freezers, air conditioners, heat pumps.
  2. Screens, monitors: televisions, monitors, laptops, notebooks, and tablets
  3. Lamps: fluorescent lamps, high intensity discharge lamps, and LED lamps
  4. Large equipment: washing machines, clothes dryers, dish-washing machines, electric stoves, large printing machines, copying equipment, and photovoltaic panels
  5. Small equipment: vacuum cleaners, microwaves, ventilation equipment, toasters, electric kettles, electric shavers, scales, calculators, radio sets, video cameras, electrical and electronic toys, small electrical and electronic tools, small medical devices, small monitoring and control instruments
  6. Small IT and telecommunication equipment: mobile phones, Global Positioning Systems (GPS), pocket calculators, routers, personal computers, printers, telephones

It is the fastest growing waste stream in the world. E-Waste is growing exponentially because global consumer demand continues to increase. Moreover, technology uptake and shorter replacement cycles are contributing to the growth of e-waste.

India generated 708,445 tonne e-waste in 2017-18 and 771,215 tonne the following fiscal. In 2019-20, the figure rose 32 per cent to 1,014,961 tonne. Only 3% of the e-waste generated in 2018 and 1)% of the waste generated in 2019 was collected.[Source]

Majority of the e-waste is collected by the unorganized sector. This is a growing problem as proper accountability and best practices cannot be maintained. To combat the growing crisis of e-waste, India came out with the E-waste (Management and Handling) Rules, 2011. An amendment to these rules resulted in E-waste (Management) Rules in 2016.

The 2016 rules were based on the concept of Extended Producer Responsibility and set clear targets for producers to fulfill their obligations. It is in these rules that provisions for a Producer Responsibility Organization were first made. Following another amendment in March 2018, PROs are now also required to get an authorization from CPCB.
